Scope
Effective citizen control of public policy requires a separation of powers, which is a fundamental principle of democracy aimed at ensuring a balance in the exercise of power.

Weak institutional frameworks can encourage corruption, injustice and poor law enforcement, contributing to a culture of impunity and ineffective citizen control. Tackling these dysfunctions is essential to fostering democratic governance and achieving the objectives of the Charter.
